I believe the FHA minimum property standards are great. The 4000.1 book should clearly state the appraiser’s responsibility. Too many times does an appraiser have an observation, look it up in 4000.1 only to reveal a guideline about the requirement with A different section.
Also, the recent change to exterior paint is clear as mud. If the paint is flaking and not lead paint, but
Bare concrete or wood is exposed, then it should require a repair. Also, more importantly the contact phone numbers for the appraisal help desk should be more readily accessible and reminded that the fha is happy to help and only a phone call away.
