Summary: The commenter argues against relaxing Minimum Property Requirements (MPRs) because they provide a necessary safety net for borrowers who may lack the funds for unexpected repairs. They emphasize that consumer safety and homeownership success should be the priority, advocating for mandatory home inspections by trained professionals.
Firstly, I had to visit two web sites while copying and pasting the docket number before reaching this page because a direct link to this page in the email was not provided. In itself, this does not instill confidence that the department sincerely wants feedback. Secondly, please stop using the word "modernization." It's largely meaningless. FHA insured borrowers often do not have money to pay for significant repairs following purchase. This trend is expected to continue due to burdens like student loan interest, medical expenses and wages that fail to keep up with inflation. MPRs provide some protection against these unexpected repair expenses which can lead to a borrower losing their home. Ideally, every FHA insured transaction will require a home inspection by a trained home inspector. In part this is due to construction flaws and repair flaws that are common in the construction industry. A reduction in building regulations could exacerbate these flaws, and a trained inspector is more equipped to identify these flaws, and ensure the safety of the borrowers. This is a program for consumers. Their safety and their success in home ownership should be the top priority of the program.
