This is more of HUD trying to change environmental laws without having the votes to change a statute or staff available to complete a substantive rulemaking. The administration has decided it does not have the ability to change substantive policy, so it will get rid of enforcement of laws and regulations. This is a cynical and bad faith attempt to enrich donors, while increasing health risks to residents of HUD properties.
