HUD should perform this type of review for all projects subject to authorities at 50.4. HUD should consider performing such environmental clearance officer reviews for projects with 100 or 300 units. HUD should consider the impacts of shortcomings identified in previous reviews to determine impacts to health and safety and whether those impacts are significant under NEPA.
