This proposed rule change is a deliberate attempt to create discrimination against a vulnerable minority when they are the most vulnerable of all. When they are in need of housing. Transgender Americans are Americans. We are citizens. We have the same rights as cisgender Americans, even if the current administration is hell bent on taking those rights away. All Americans are equal, regardless of their sex, sexual orientation, or gender identity. That such a rule would be proposed is a black mark on the history of our nation.
