Comment Submitted by National Alliance to End Homelessness

Summary: The National Alliance to End Homelessness, a nonprofit membership organization, strongly opposes the proposed rule because it threatens to disrupt homelessness response and creates barriers for transgender and gender-expansive populations. They argue the proposal lacks evidence for its justifications, imposes undue administrative burdens on service providers, and risks increasing visible homelessness and health risks for vulnerable individuals.
Inevitably, the organizations with which the National Alliance to End Homelessness works closely will be faced with a choice to require intrusive sex verification methods and deny people necessary shelter, or risk losing the federal funding on which they rely. Solving homelessness for everyone requires adequate resources, staffing, trust, data-driven strategies and predictability -all of which this proposal would undermine.
