Summary: The American College of Obstetricians & Gynecologists (ACOG) opposes the proposed rule because it would remove protections for transgender and gender-diverse individuals and potentially increase homelessness and health risks. They argue that replacing "gender identity" with "sex" and requiring "sex assigned at birth" for housing access is discriminatory, invasive, and harmful to the well-being of their patients.
The American College of Obstetricians & Gynecologists (ACOG) appreciates the opportunity to submit comments in response to the proposed rule “Equal Access to Housing in HUD Programs Revisions” published in the Federal Register on April 28, 2026, by the Housing and Urban Development Department (HUD). ACOG represents more than 62,000 obstetrician-gynecologists (ob-gyns) and partners in women’s health nationwide and advocates for policies that ensure access to health care for women and gender diverse individuals throughout their lifespan. ACOG policy has long called for the reduction in inequities experienced by the transgender community. Ob-gyns provide a range of services to transgender patients including routine gynecologic care, reproductive health screenings, and support to patients who can become pregnant.
