Summary: Shyla Patera, writing on behalf of North Central Independent Living Services, Inc., supports the proposed information collection as a tool to measure and improve accessibility in transportation. The commenter argues that the data should specifically address non-emergency medical transportation, rural connectivity, insurance barriers, and the integration of rideshare services.
My name is Shyla Patera. I am the Policy Coordinator writing on behalf of North Central Independent Living Services, Inc. in Black Eagle, Montana. As a long time, Montana transit advocate, as well as Chair of my local Transportation Advisory Council ,a rider and user of curb to curb or door to door services because of disabilities of cerebral palsy and glaucoma. I would hope that the ICAM tool will help measure accessibility of vehicles, services, as well as systems and community connectivity between frontier, cities, and major hubs . The I CAM tool is designed to advance innovative solutions involving non emergency medical transportation, and other services. States and localities must also work to integrate accessible wvehicles options, in transportation involving rideshare networks such as Uber Lyft.and taxis . State Departments of Transportation need to measure how insurance issues contribute when accessible transportation cannot advance in rural and frontier communities. When using curb to curb or door to door on demand services, we need to make sure that technology is accessible and available for consumers and riders to use. this agency collection should also examine best practices on how door-to-door services are provided in many communities and states. This agency collection should also measure if communities value pedestrian access and safety when traveling to bus stops and curbs are accessible. FTA, states, and communities need to make sure that statewide and local ADA transition plans are written and prioritize coordination of accessible transportation services and not only 5310 funded and operated capital and vehicles in all transportation services.
