Both the current and proposed rules are inappropriate and inadequate. In the end, whether determinations about paper check payments are made by Treasury or by individual agency, only one factor is relevant: how does the recipient wish to be paid. All the pontificating about alleged fraud or inefficiency is meaningless. If the payee wants payment made by paper check, payment must be issued that way. Not "if" the agency or Treasury agrees. Not "if" the payee manages to jump through assorted hoops or over assorted hurdles or barriers. Just cut the check and mail it. You've already got 97% of payments being made electronically. Gracefully accept that the remaining payees want a paper check, honor them, and move on.
