I recommend the study collect and include data on sea level rise and whether more tax payer investment in high risk areas is benefiting the tax payer. I believe the taxpayer should not be bailing out anyone who chooses to live and work in high risk areas.<br/><br/>It would be better to dismantle the insurance companies including health, vehicle, and property.
