I am writing in support of the proposed regulation to lower nicotine levels in cigarettes. The primary purpose of this rule, reducing addiction and improving public health is both necessary and timely, especially given the ongoing impact of nicotine dependence in the United States. Lowering nicotine content would be especially beneficial for teens, who are at the highest risk of developing long-term addiction after early exposure. Preventing addiction before it begins is one of the most effective ways to reduce future health complications. At the same time, this rule could also support adults who are currently addicted by making cigarettes less reinforcing and easier to reduce or quit over time. Nicotine addiction drives a wide range of preventable diseases and long-term health costs. By reducing the addictive potential of cigarettes, this regulation aligns with the FDA’s mission to protect public health and could meaningfully reduce smoking rates nationwide. I encourage the agency to finalize and implement this rule as part of a broader effort to reduce nicotine addiction and improve public health outcomes for both current and future generations.
