While I recognize the need for modernization, the proposed "flexibility" in weather reporting verbiage presents a significant risk of operational drift. History has demonstrated that when the FAA moves to modify core functional requirements under the guise of administrative simplification, the result is often the gradual attrition of system integrity and safety margins.
Specific areas of concern include:
The Failure of Automated Augmentation: The transition to automated systems has historically failed to meet the fidelity required for critical aviation weather reporting. In many environments, the limitations of these automated systems have necessitated constant manual augmentation by Air Traffic Controllers. This creates an unsustainable increase in operational complexity, forcing controllers to perform functions outside their primary safety-critical duties to compensate for equipment shortcomings.
Congressional Intent: Weather observation programs are congressionally mandated for critical safety reasons. Any effort to shift away from established, high-integrity reporting standards—even for the sake of "modernization"—must be viewed with extreme caution to ensure it does not erode the statutory foundations of the National Airspace System (NAS).
Proposed Guardrails
If the FAA proceeds with this rulemaking, I urge the agency to implement the following safeguards to protect the integrity of the NAS:
1 Mandatory Certification Standards: Clearly define that "Administrator-Approved" data sources must meet or exceed the accuracy, latency, and reliability standards currently held by existing FAA-certified sensors.
2 Verification Protocols: Establish a rigorous, ongoing verification process for any non-traditional or analyzed weather data, ensuring it is subjected to the same safety oversight as physical hardware.
3 Human-in-the-Loop Safeguards: Ensure that regulations continue to prioritize the ability of controllers to override or supplement data streams when automated or "analyzed" systems are deemed unreliable, without fear of regulatory non-compliance.
4 Reporting Transparency: Maintain transparency in how "analyzed" weather is used by operators. If an airport transitions to reliance on non-sensor-based reporting, there must be a publicly accessible, real-time mechanism for tracking the reliability and downtime of those data streams.

The pursuit of flexibility must not come at the cost of safety. I strongly urge the rulemaking body to prioritize equipment certification and the ongoing validation of reporting systems over the simplification of regulatory language.
