Clearly this needs to be on a case by case instance. If there is a client that needs services and the uafr is in the path, I think there should be a coordination of client, dsp, uafr registrant and the faa. Should be a pretty streamlined process. I think the uafr holder should periodically be audited every 6 months to see if the uafr is still necessary. If they are doing nothing illegal they should willingly inviting these audits.
