Summary: The National Pork Producers Council (NPPC) strongly supports the FAA's proposal to allow fixed-site facilities to petition for unmanned aircraft flight restrictions. They argue that the rule is necessary to protect critical infrastructure, ensure farm biosecurity against diseases like African Swine Fever, and safeguard workers from the threats posed by unauthorized drone activity and activist surveillance.

NPPC strongly supports the FAA’s proposal. The rule is a necessary and overdue step toward protecting critical infrastructure, safeguarding the nation’s food supply, defending farm biosecurity, and ensuring the responsible integration of unmanned aircraft systems (UAS) into the National Airspace System. In addition to joining separate comments with other livestock, meat and agricultural groups, NPPC submits these comments to focus the Agency’s attention on a specific and well-documented problem: the biosecurity, worker-safety, operational and physical security threats that low-altitude drone activity poses to swine and other livestock operations.
