Summary: Boeing is clarifying that because they do not have delegation to approve repairs for the scimitar blended winglet configuration, they cannot use ODA approval for alternative inspections or corrective actions. They advise operators that any such approvals must be obtained directly from the FAA.
APB has reviewed the NPRM and has determined that the incorporation of STC ST01518SE for installation of blended or scimitar blended winglets does not affect compliance with the mandated inspections in the proposed rule. Boeing does not have delegation to approve repairs in areas affected by the scimitar blended winglet configuration of STC ST01518SE. Therefore, Boeing will not be able to use ODA approval in paragraph (i)(2) to make an AMOC finding on behalf of the FAA for alternative inspections and corrective actions in areas affected by the scimitar blended winglet configuration of STC ST01518SE.
Operators of airplanes provisioned for scimitar blended winglets that are subject to the proposed rule should be aware that approval of any alternative inspections and corrective actions in areas affected by the scimitar blended winglet configuration of STC ST01518SE as an AMOC to the final rule will only be obtainable from the FAA through the means described in paragraph (i)(1).
