The attached comments are filed on behalf of the American Chemistry Council, which represents the major chemical producers across the United States. The use of small UAS in the chemical industry has great potential for vastly improving the safety and security of our operations. The ability of small UAS to reach difficult locations for equipment inspections and emergency response support can limit the risk to personnel. However, their use by those with ill or criminal intent for surveillance or attack purposes is concerning. ACC recommends some solutions on both of these issues.
