I support the proposed rule increasing prevailing wage requirements for H-1B, H-1B1, E-3, and PERM programs.
It is a myth that all the employees on said visas/permits are bringing exceptional skillset to the table. If you were to randomly select ten people and ask them to a right the code for fibonnaci series in the language they work on, you will notice that majority of that group will fail to do a simple task.
Here's the step-by-step flow of the careers of majority of these visa holders:
- Apply for OPT and join a "consultancy".
- Create a fake profile on LinkedIn with 8-10 years of fake experience and aggresively market their profile to employers looking for contract-to-contract jobs or contract-to-hire in certain cases.
- Most of them utilize a proxy (a person with technical knowledge) to interview on behalf of them while they lipsync to the audio of the other person in interviews.
- Pretend to work during working hours and connect with an offshore resource (pay them $500-800 per month). Offshore resource will do their job for them. Some of them learn how to do this and some of them don't.
- Quality of work is not that great compared to your average American software engineer. An entry-level American software engineer could definitely outperform said "highly skilled" labor.
- These people apply for i-140s and then marry a girl mommy and daddy pick, bring her here, and get her in a job that's purely meant for Americans (H4-EAD).
- The amount of abuse, scams, and exploitation outweighs the benefits.
By increasing the wage levels, you would be forcing the companies to hire American talent rather than cheap labor with much less quality of work. Not to mention the caste system, language, regional, rracial discrimination they bring to the table as part of their high skillset. Please put an end to this nonsense and fix the damage.
