Summary: The Minnesota Pollution Control Agency (MPCA) opposes the EPA's proposal to delay the phase-in of Tier 4 criteria pollutant standards for light-duty and medium-duty vehicles. They argue that the delay will harm Minnesota's air quality, jeopardize the state's ability to meet National Ambient Air Quality Standards (NAAQS), and negatively impact public health.
Please find attached comments from the Minnesota Pollution Control Agency (MPCA) regarding EPA's proposed rulemaking [EPA-HQ-OAR-2025-3297] to extend the Tier 3 standards for certain vehicles to model years (MYs) 2027 and 2028 such that the Tier 4 standards for these vehicles would phase in starting with MY 2029. The MPCA previously provided comments [EPA-HQ-OAR-2022-0829-0557] supporting the Tier 4 standards and existing phase-in schedule in the prior proposed rule published May 5, 2023 (2023-07974, 88 FR 29184).
