Summary: A coalition of environmental and public health organizations opposes the EPA's proposal to allow construction of non-pollutant-emitting components before obtaining a preconstruction permit. They argue the proposal is illegal, contradicts the Clean Air Act, and would allow facilities to circumvent Best Available Control Technology (BACT) requirements by physically and economically limiting control options before a permit is issued.
