Summary: The Alaska Oil and Gas Association (AOGA) supports the proposed rule because it provides clarity and removes restrictions on construction activities that occur well before the operation of emission units, which is particularly beneficial for Alaska's compressed construction seasons. They also request that the EPA further clarify that the installation and staging of piles and modules should not be considered pollutant-emitting construction activities.
