Clear and consistent regulations for federal programs are absolutely necessary to maintain the longterm efficacy and integrity of programs, to resist both undue political interference and a myopic focus on the short term. The vital support necessary for this country's international education infrastructure, to produce experts and specialists badly needed to understand the rest of the world, requires programmatic regulations that are predictable and stable in order for these programs to be successful in meeting their goals.
