I'm writing in opposition to this proposed rule, which would remove some of the guidelines that ensure that distribution of key awards are based on academic merit rather than administrative discretion. I'm asking that the Department of Education protect the integrity of key awards and scholarships that allow interdisciplinary and international cooperation in research, at a time when such cooperation is sorely needed.
