Summary: A professor and former Fulbright recipient opposes the rescission of the Fulbright-Hayes program. They argue that these programs are vital for American soft power, national security, and the promotion of democratic institutions globally.
I strongly urge you to reconsider rescinding Title VI and the Fulbright-Hayes program. As a professor in higher education, and a Fulbright receipient myself many years ago, I can testify that the Fulbright and the Fulbright-Hayes programs, serve our national security interests. Programs like these represent American soft power at its finest, they have a long lasting impact not only on individual scholars such as myself but they also greatly enhance American prestige around the world. They showcase the might of American intellectual superiority while also creating strong organizational ties to academic and non academic organizations and individuals around the world. Rescinding them would be tremendously harmful to America's global foreign interests, whether that be in Africa, Asia, Europe or Latin America. This is because restricting the flow of American scholars globally would eventually hinder the growth of democratic institutions in many parts of the world. For these reasons, I urge you to reconsider rescinding this funding.
