The plan to change the funding structure for the Title VI program and the Fulbright-Hays program is wrongheaded. These programs have for many years successfully kept the United States at the cutting edge of scholarship on the African continent (and other places) and has led to a competitive advantage with other countries that do not have as robust an infrastructure supporting the academic study of the world. These funds help students at the undergraduate and graduate level learn more about the world around them, be empathetic to the experiences of others, and help bring about a more peaceful and just world where people better understand each other. To move this funding under a more politicized office would be a travesty and this rule should be REJECTED. John Aerni-Flessner
