I am an emeritus professor of history, University of Idaho (the smallest of the nation's land grant universities). For decades the Title VI International Education Programs and Fulbright-Hays Programs have supported foreign language instruction, area studies, international research, all of which have been central to supporting the needs of the State Department in having scholars who know our enemies in war and peace.
