Summary: A professor of Latin American history opposes the proposed rescission, arguing that the revisions do not adequately ensure the impartial peer review process necessary to maintain the credibility of international education programs.
As a professor of Latin American history and former graduate student, I am keenly aware of the importance of these programs. They must be administered through a peer review process that ensures impartiality. Otherwise the programs will be discredited abroad and US researchers will come under suspicion. We cannot do good research and train future researchers without fair and transparent processes. The proposed revisions do not adequately spell out how that will take place.
