American Airlines (AA) is the only US airline that ignores DoT regulations regarding passenger refunds upon downgrade of service type. Please, please, PLEASE step in and enforce the DoT's regulatory authority for passenger refunds, as AA's new contract of carriage now provides them a tremendous incentive to harm its best customers.
