In essence, American Airlines is stealing from customers with their new policy, which is also clearly against existing DOT airline obligation rules. The DOT has an obligation to hold American to the existing regulations, period. Allowing American to do this is allowing them to scam customers in the event the airline cannot provide what was bought/promised.
