The State of Montana appreciates the Federal Emergency Management Agency (FEMA) Review Council's efforts to examine the future of federal emergency management and elevate the role of states, tribes, territories, and local governments in disaster preparedness, response, recovery, and mitigation. Montana supports the report's emphasis on national capability standards, improved training delivery, modernized credentialing, interoperable systems, stronger mutual aid, and a federal posture that supports rather than supplants state leadership.
