Summary: Turquoise Health supports the use of machine-readable file (MRF) data to improve how CMS calculates and assesses unit costs for self-funded employer plans. They argue that MRF data provides a more accurate, census-level, and up-to-date view of negotiated rates compared to surveys or actuarial value (AV) summaries.
