Since this ammendment is to establish consistent national standards to improve transparency and accountability. I would like to add if there can please be a focus on ensuring communication "tranparency" and education is set up between states and providers (skilled nursing facilities affected by incentive payments). There are some states that dont have communication set up on their state website or communication to facilities is lacking leaving SNFs in the dark when it comes to incentive programs
