Summary: Fairview Health Services, a nonprofit integrated health system, provides a mixed response to the proposed rule. While they support several quality reporting measures and the transition to electronic clinical quality measures, they oppose the proposed 2.4 percent Medicare payment update as insufficient to cover rising costs and request specific modifications to the CJR-X Model and prior authorization requirements.

Fairview Health Services (Fairview) appreciates the opportunity to comment on the Centers for Medicare & Medicaid Services (CMS) proposed rule entitled, Medicare Program; Hospital Inpatient Prospective Payment Systems for Acute Care Hospitals (IPPS) and the Long-Term Care Hospital Prospective Payment System and Policy Changes and Fiscal Year (FY) 2027 Rates; Requirements for Quality Programs; and Other Policy Changes (proposed rule).

Fairview’s comments on the proposed rule focus on the agency’s proposals related to the FY 2027 Medicare payment update, proposed changes to nursing and allied health education reimbursement, updates to hospital quality measures, modifications to the Medicare Promoting Interoperability Program, and the proposed Comprehensive Care for Joint Replacement Expanded (CJR-X) Model.
