Summary: The Indiana Donor Network, a federally certified Organ Procurement Organization, opposes the proposed rule because it would prohibit sponsorship-based public education and limit allowable outreach to narrow, face-to-face engagements. They argue that these restrictions are contrary to statutory definitions of "entertainment," are less cost-effective than their current broad-reach model, and would undermine their success in increasing organ donation rates in Indiana.
Indiana Donor Network is one of the fifty-five federally certified Organ Procurement Organizations in the United States, responsible for coordinating organ, tissue, and cornea donation in Indiana and transplantation throughout the country.
