It appears that the lengthy proposed livestock grazing regulations allow for greater flexibility for permittees and includes new land health management provisions for the 155 million acres of public land. I see no mention of areas nor regard roaming wild horses including statistics on the amount of fertility control being used. No new grazing rights seem to be addressed for wild horses and burros including statistics forage allocations. The public, overwhelmingly, would like to see that BLM was following the 1959 Wild Horse Annie Act and the 1971 Wild Free Roaming Horsds and Burros Act. As the bill clearly states, these are public lands and taxpayers do not care to have tax dollars spent subsidizing the private cattle ranches and less than market value leases. This all results in further harm to federally protected equines. Removal appears to be the management technique of choice since much of the $11,000,000 allocated for fertility control has not been used for its intended purpose. The original purpose of the previously cited laws was for preservation and not removal. The holding pens are a travesty as are helicopter round ups. More taxpayer funds for horribly ill conceived plans. As the public becomes more aware of the lack of intent to follow the laws set out by Congress , pressure on Congress will remain high until fairness is more equitable. The grazing regulations can be tweaked endlessly, but until there are equitable and humane plans for the federally protected equines to live on the range as intended, the awareness and condemnation of current practices will only increase Thank you for allowing the public to express their concern.
