I agree with the proposed changes. The old regulation swallowed up too many people, including those who ask for help voluntarily but then get penalized by the ATF and can't buy a firearm. Since the 2A is a right, the regulations preventing the right needs to be narrowly construed. That is my take on the purpose, intent, and execution of the proposal.
