Remove the confusion on Pistol Braced pistols and return to the original definition that millions of Americans followed legally. This includes the point that a pistol brace was not designed to be fired from the shoulder, so doing so does not constitute a modification or violation of use.
Americans are willing to follow the laws, but are tired of being "whipsawed" by rule changes (depending on the ideology of the Administration in power),that make them felons overnight. There was no problem until ideology turned a firearm owned by millions of Americans, by revoking overnight.
While you are at it tell the DOJ they don't get ignore this rule and prosecute as as a short barrelled rifle under the NFA. If they want to prosecute something try the ATF backdoor Federal Gun Registry prohibited (in spirit) under FOPA 18 USC @ 926.
