My shop in Louisiana relies on face-to-face contact to spot safety issues or straw buyers that a video call simply cannot catch. This rule will kill off local shops by moving sales to big online stores. Buyers will also lose money, as ATF admits in 91 FR 25216 at p. 25224 that they will be hit with a seven-dollar fee for identity checks. These fees go to a small group of vendors that the agency cannot even track. Please strike these direct-shipping rules for standard guns from the final version.
