The proposed rule in ATF-2026-0266 (RIN 1140-AB05) to allow direct shipping of standard firearms must be removed. Our current in-person system works well and is not a burden. Moving sales to large online firms will kill local shops that provide vital face-to-face service and identify straw purchases. Unlike NFA transfers where the government gives clear approval, this rule relies on a seven-day wait and notification process that lacks real oversight. As ATF admits, the process adds new fees for buyers and lacks a clear model for identity services. Please strike these new shipping provisions from the final rule and keep the proven, safe, local system in place.
