As a Florida dealer, I know that local shops catch red flags that a video call and a computer program will miss. Every dealer knows that the buyer's vibe is wholly relevant to whether or not they'll facilitate the transfer. It's near impossible to sniff out the mental state of a buyer when they're on the other side of a screen. This proposal will shift business away from small, community stores to large, out-of-state online retailers. Local shops cannot compete with national prices when transfer traffic disappears. While I have no issue with the current rules for NFA items that require government approval, this new process lacks real oversight. At best, this is a wealth transfer to large corporations (I'm looking at you, PSA), and at worst it is just asking for problems that presently don't exist.
