I can see the benefit of this to some extent but I also see how it can easily get into an area of straw purchases, among other things. While I am sure there will be systems put into place to prevent this, or try to, I just can not see how it will lessen the amount of firearms getting into the wrong hands. How will the ATF be able to prove that the person buying the firearm and the person receiving the firearm are the same? What new restrictions will be placed on the FFLs? On the carriers to prove this? How can the ATF, with 100% confidence, say that the person is not buying it for someone else? As a FFL, we are under so many regulations as it is. We are the ones who have to make that call in almost every case. Do we always get it right, NO, but we are also the ones who have the say in whether or not we sell the firearm. I would like to know more about what requirements and processes are going to be used to facilitate this as well. NCIS is a system that is overwhelmed and antiquated, in my opinion, and needs to be looked at and modernized before any of this could possibly be considered.
This will add to the Anti-gun fight and will create more laws put into place that will do nothing to solve the issue but only tighten the grip on law abiding citizens necks. As has happened in many states already.
