Do not approve this regulatory change! It will prevent ATF from revoking the licenses of shady firearm dealers who sell to criminals and other legally-prohibited groups. This rule would allow ATF to revoke the dealer's license only if they "wilfully" violated these federal laws. But dealers are not required to train employees on the law....so how will employees know if they broke it? This loophole gives shady dealers the legal cover to look the other way when employees violate the law--without any consequences.
