The common meaning of “willful” needs to be restored in ATF proceedings. The over- broad interpretation currently allowed abuse of process. Even in a case where the FFL dealer is vindicated the costs can be more than a small business can endure. The costs of defense the system considers need to be updated. The process need not be punishment for those who are found not guilty.
