Summary: The commenter supports the proposed rule because they believe it eliminates an unnecessary restriction on Federal Firearms Licensees (FFLs) by standardizing the definition of "willfully." They argue that current procedures can negatively impact the ability of average citizens to bear arms.
Apart from heritage firearms passed to a younger generation from an older, most other procurement of arms is through an FFL. Therefore, narrowing this channel via legislation, policy, or procedures cannot be seen as anything other than a direct influence on the ability of the average US citizen to bear arms.
It seems that this proposed rule will eliminate an unnecessary restriction on FFLs by introducing a standard application of 'willingly' across all applications.
I applaud this effort, and hope the rule change is adopted.
