Summary: The commenter, representing a Federal Firearms Licensee (FFL), supports the proposed rule to remove the Youth Handgun Safety Act notice. They argue that information is readily available online and that removing the pamphlet requirement streamlines the purchase process and improves the relationship between FFLs and the ATF.
I agree with this proposed rule, with the advent of the internet any and all information that would be shared by the current pamphlets can be easily accessed by anyone who wants to. FFL’s have enough to worry about when trying to stay in compliance with the extensive amount of rules created by the ATF. Removing the need to hand out these pamphlets is a good start in streamlining the firearms purchase process, and restoring a working relationship between private FFL owners and our partners at ATF.
