I am a concerned citizen writing to urge you not to accept the proposed rule: Removing Youth Handgun Safety Act Notice. I understand that the intent is to minimize the burden on small businesses selling firearms, but the risk of removing this requirement is not worth the benefit. By removing the requirement that firearm dealers post and distribute materials related to possession of firearms by minors, illegal transfer to minors, and safe storage, there will be an immediate decrease in awareness of these laws and less accessible information about safe storage. In my senior year of high school, there were multiple gun-related incidences, and a child in my graduating class was shot and killed by another student who had taken a gun not safely stored in his household. In the wake of this tragedy, the school began sending home safe storage information with all students at the beginning of the year. Though there are many contributing factors, there has not been a single gun-related incident in the 5 years since they began this practice. Some parents are truly just unaware of how to safely store their weapons or the importance of this precaution. Additionally, this requirement is a relatively easy way for firearm dealers to show a commitment to safety and upholding community standards. If this requirement is taken away, there will be one less way to easily identify dealers who are not responsibly keeping up with federal requirements and ensuring standards are met. The minimal burden of displaying and distributing safety materials is outweighed by the potential benefits of preventing accidental shootings, unauthorized access by minors, and illegal firearm transfers.
