Summary: A gun owner supports the proposed rule to remove the Youth Handgun Safety Act notice requirement. The commenter argues that the ATF lacks the statutory authority to require FFLs to distribute these notices and advocates for the removal of the rule to align with Congressional authorization.
I support this proposed rule. ATF's regulatory authority must be bounded by what Congress has actually authorized, and the GCA simply does not require FFL's to distribute paper YHSA notices with every handgun sale. As a gun owner who values constitutional government, I support ATF removing requirements it lacks authority to impose. The YHSA's substantive provisions remain in effect. Therefore, I urge ATF to finalize this rule once and for all.
