Summary: The commenter supports the removal of the Youth Handgun Safety Act Notice requirement. They argue that the pamphlets are ineffective at deterring illegal transfers and that the funds used for their production should be reallocated elsewhere.
I am in SUPPORT of Notice of Proposed Rulemaking ("NPRM"), docket number RIN 1140-AA87.
Enough time has passed since the Youth Handgun Safety Act Notice went into effect. Let's face it, anyone purchasing a handgun that intends on transferring it to an ineligible person isn't going to be swayed by a pamphlet/posting. The monies allocated for pamphlet production can be used elsewhere. I'd be hard pressed to find someone that has actually read that pamphlet/posting after doing so once.
It's time to cease this wasteful requirement.
