Summary: The commenter supports the proposed rule but argues for the addition of a new section requiring states to pay damages to citizens for violations of the regulation. They advocate for a presumptive payment system for these damages to be established before any hearings occur.
There are states (NY, NJ, CT, CA, and others) who continue to wage an [informal] insurrection against citizens' civil rights by not respecting the guardrails put into place by the 2nd Amendment to the U.S. Constitution. I propose an entire new section of this proposed rule dealing with damages due to an impacted citizen paid by the state for any violations of this regulation and the U.S. statutes that bolster it. Please make it presumptive with payment and damages allocated first (maybe in an escrow account managed by the USDOJ) before any hearings or long delayed "due process"
