I feel that it is outrageous to punish a law-abiding citizen that through no choice of his own gets sucked up by laws that are draconian in nature. The penalties are outrageous for an unintentional act. The legal costs alone are going to be extremely burdensome. Disruptive to his career and family life. Violent criminals are freed more quickly. And for what purpose? No legitimate state interests exist.
