I support the proposed rule, because it provides clearer guidance on how existing federal law should be applied during lawful interstate travel. Individuals who legally possess firearms should be able to transport them across state lines in accordance with the protections already established by the Gun Control Act. Clarifying that necessary activities such as overnight lodging, stopping for fuel or food, obtaining medical treatment, or addressing vehicle emergencies are considered part of continuous transportation helps reduce uncertainty for both lawful firearm owners and law enforcement officers. I appreciate that this proposal focuses on explaining and consistently applying existing law rather than creating new firearm rights or imposing significant new restrictions. Clear regulations make compliance easier and promote more consistent enforcement across different jurisdictions. One recommendation I would offer is for the final rule to include additional examples or scenarios illustrating what qualifies as "necessary or incidental" travel. For example, providing guidance on unexpected travel delays, weather-related interruptions, or mechanical breakdowns could help travelers and law enforcement better understand how the rule should be applied in real-world situations. Including these practical examples would further improve consistency and reduce the likelihood of misunderstandings while remaining faithful to the intent of the statute.
